Richard J. Licht

Chief of Staff


Richard J. Licht, in his role as the CIS Chief of Staff, is responsible for coordinating and facilitating the organizations strategic plans, and acting as a senior advisor to the CIS President, COO, and Executive Staff. Licht was elevated to Chief of Staff at CIS in November 2017 from his position as the Chief Administrative Officer, a position he had held since July 2015.

As Chief Administrative Officer, he leveraged his extensive legal and law enforcement background to oversee and manage the collective efforts of CIS's Information Technology, Human Resources, Policy & Outreach, Communications, Chief Information Security Officer, Facility Security, and administrative professional program areas. Licht joined CIS in 2012 as the Vice President of Security Operations, and the Integrated Intelligence Center.

Prior to his appointment at CIS, he served his final six years of a 25-year career as the Assistant Special Agent in Charge of the Albany Division of the Federal Bureau of Investigation (FBI), where Licht was responsible for all criminal, cyber, finance, and administrative programs. Additionally, he administered and deployed the Albany Division SWAT, evidence recovery, victim assistance, EEO, EAP, and security assets as required.

Mr. Licht is a graduate of the State University of New York at Albany. He earned his law degree from Union University, Albany Law School.
