Chief of Staff
As Chief of Staff, Amelia Gifford leads CIS program management and strategic initiatives. She works with, and reports directly to the Chief Executive Officer, sharing insights to improve the internal functions and processes of CIS. Gifford is responsible for the ongoing success and productivity of all CIS business functions. She was named Chief of Staff in October 2019.
Previously, Gifford served in various Multi-State Information Sharing and Analysis Center (MS-ISAC) roles culminating in Senior Member Programs Manager for the MS-ISAC) and Elections Infrastructure Information Sharing and Analysis Center (EI-ISAC). While serving as Senior Member Program Manager, Gifford oversaw the MS-ISAC’s U.S. Department of Homeland Security’s (DHS) cooperative agreement reporting, and also managed several federally-funded programs.
She also led the MS-ISAC Nationwide Cybersecurity Review (NCSR), the free, anonymous, and voluntary self-assessment, that measures gaps and capabilities of cybersecurity programs for state, local, tribal, and territorial (SLTT) governments. DHS uses the results of the NCSR to deliver a bi-yearly anonymous summary report to Congress to create a comprehensive portrait of the SLTT’s cybersecurity maturity.
Gifford’s successful work with the NCSR helped prompt the Federal Emergency Management Agency and the Cybersecurity and Infrastructure Security Agency to decide in 2019 that all recipients and sub-recipients of the State Homeland Security Program and Urban Area Security Initiative be required to complete the future NCSRs.
Gifford holds a B.S. in Psychology from the State University of New York, New Paltz. She is a certified Project Management Professional, ScrumMaster, and Lean Six Sigma Green Belt.
