Stephen Barteau serves as Director of Information Technology & Information Security at the Orange County Registrar of Voters, where he leads a core 16-person division that scales to more than 100 staff during election cycles, supporting 1,800+ vote center employees across early voting and vote-by-mail operations for one of California's largest election jurisdictions.

With more than 15 years of technology leadership experience, Stephen's career spans public safety, aerospace and defense, and enterprise software including eight years at the Orange County Sheriff's Department where he directed 24/7 mission-critical IT operations for one of California's largest law enforcement agencies and led a $7.2M CJIS-compliant infrastructure hardening initiative. Stephen previously held technology roles at the Orange County Probation Department, Astea International (now IFS), Infor, and Boeing Satellite Systems.

Stephen is an elected member of the EI-ISAC Executive Committee and serves as a Mentor and Facilitator for the MS-ISAC Leadership Mentoring Program, connecting experienced cybersecurity leaders with emerging professionals across the MS-ISAC and EI-ISAC member community spanning state, local, tribal, and territorial governments nationwide.

He holds an MBA in Organizational Leadership from Brandman University and a BS in Business Administration (Information Systems) from CSU Dominguez Hills, and maintains active PMP and CPMAI certifications. He is a member of the County of Orange Technology Council, the County of Orange Cybersecurity Joint Task Force, and the California County Information Services Directors Association. Stephen also served as a Speaker and Panelist at the Esri Public Sector CIO Summit (2025), presenting on election response and the role of fusion centers in supporting elections nationwide.
