Mark Raymond has thirty-six years in public sector technology and has served as a member of the State of Connecticut’s senior leadership team since 2011. In his capacity as Chief Information Officer and Deputy Commissioner, Raymond oversees the Department of Administrative Services’ Bureau of Information Technology Solutions and is responsible for the stewardship and operation of the state’s consolidated technology shared service. Under his leadership, Connecticut has achieved significant reductions in technology expenditures, advanced the shared use of technology solutions across government, and strengthened the security and resilience of statewide systems. His current strategic priorities include enhancing digital government capabilities, advancing technology optimization initiatives across state agencies and leveraging Artificial Intelligence towards responsible and meaningful outcomes.
Beyond his state responsibilities, Raymond is the past president of the Executive Committee of the National Association of State Chief Information Officers (NASCIO), where he previously served in multiple leadership roles, including Secretary/Treasurer, Vice President, and President.
A native of Connecticut, Raymond holds a degree in Computer Science and Engineering from the University of Connecticut.
