Preparing Public Safety for a More Connected Airspace: Unmanned Aircraft Systems (UAS) Traffic Management (UTM)

The U.S. drone operating environment is approaching a significant transformation as the Federal Aviation Administration (FAA) advances expanded beyond visual line of sight (BVLOS) operations and a more digitally connected UAS Traffic Management (UTM) ecosystem. These developments are expected to increase the volume and complexity of drone activity across the National Airspace System, creating new opportunities for commercial and public safety operations. At the same time, a more connected and active airspace will introduce new challenges for maintaining situational awareness, coordinating operations, and responding effectively to potential threats and disruptions.
This white paper examines the public safety and security implications of the FAA's proposed Part 108 framework and the supporting UTM ecosystem. It explores how public safety agencies may need to adapt as authorized BVLOS operations become more routine. The paper examines evolving assumptions about operator location, the growing importance of integrating Remote ID and UTM data with other detection capabilities, the challenge of distinguishing legitimate drone activity from potentially malicious operations, and the need for resilient information sharing and coordination processes.
The paper also provides practical recommendations to help law enforcement, emergency management, and event security leaders prepare for a more connected airspace. It highlights strategies for strengthening airspace awareness, integrating emerging UTM capabilities into operational workflows, and improving coordination and response across agencies to help organizations operate safely and confidently in an increasingly connected airspace.
