U.S. FEDERAL GOVERNMENT AGENCIES AND CONTRACTORS:  (1) BENCHMARK AND AUDIT TOOL USE RIGHTS AND (2) CIS MEMBERSHIP ENROLLMENT
 
Over the past 5 years, U.S. Federal Government Agencies' use of the CIS Benchmarks and Audit Tools has been sponsored by a License Agreement ("License") between CIS and the Department of Homeland Security. 
 
The License granted access and use rights to all U.S. Federal Government Agencies and their contractors.  These rights, normally reserved for CIS Members, included:
 
1.   The right to internally distribute electronic versions of the CIS Benchmarks across your organization;
2.   The right to use the CIS Audit Tools across your organization;                                                                     3.    Access to the members only CIS Configuration Audit Tool (:CIS-CAT") and the CIS Benchmarks in   
       XCCDF format, both of which support the NIST S-CAP initiative.
 
THE LICENSE HAS EXPIRED and, DHS has indicated it does not have funds available to continue this arrangement on behalf of your organization.  To retain the abovementioned rights, it is necessary for each U.S. Federal entity and their contractors to enroll as a CIS Member to retain the aforementioned rights and access to CIS-CAT and the CIS Benchmarks in XCCDF format, which supports the NIST S-CAP initiative. 
 
To allow adequate time for each U.S. Federal Government entity and their contractors to enroll as a CIS Member, CIS will continue to allow access to the CIS Members' website through November 30 for currently registered U.S. Federal entities, their contractors, and employees.  After that date, all U.S. Federal Government entities and their contractors that have not enrolled as CIS Members will not be permitted further access to the CIS Members site and must cease all use of the members' only versions of the CIS Benchmarks and Audit Tools.
