******************************IMMEDIATE ACTION REQUIRED******************************

Over the past several years, use of the CIS Benchmarks and Audit Tools by U.S. Federal government entities and their contractors has been provided via a License Agreement between CIS and the Department of Homeland Security.
 
THAT DHS/CIS LICENSE AGREEMENT, WHICH HAS EXPIRED, granted certain access rights to all federal government entities and their contractors; rights that are normally reserved for CIS members, including:
 
1.   The right to internally distribute electronic versions of the CIS Benchmarks across your organization;
2.   The right to use the CIS Audit Tools across your organization; and
3.   Access to the CIS Benchmarks in SCAP XCCDF format, and the CIS-CAT Tool, both of which support
      the NIST SCAP initiative (CIS-CAT is currently undergoing SCAP validation testing by a NIST approved
      lab.)   
 
TO RETAIN THE ABOVE LISTED RIGHTS AFTER JULY 20, 2008, two options are available to U.S. Federal entities:
 
1.  Each U.S. Federal cabinet level department may commit to enroll as a Departmental Member on behalf of
     all its constituent entities for an annual fee of $70,000; or
2.  Each lower level U.S. Federal entity may commit to enroll as a CIS Member for an annual fee of $9,000.
 
Contractors who previously enjoyed rights under the expired DHS/CIS License Agreement whose personnel are operating IT systems for U.S. Federal government entities on non-governmental premises will need to enroll as CIS Members.
 
AFTER JULY 20, 2008, access to the CIS Members website will be discontinued for all currently authenticated U.S. Federal government entities and their contractors who have not committed to enroll as CIS Members. After that date, those entities and contractors must cease all use of the Members-only versions of the CIS Benchmarks and Audit Tools.
